The Carnegie-sponsored Ashby commission of 1959-1960 indicated a vital need for further development of postsecondary education, and had the effect of stimulating widespread aid to African nations’ systems of higher and professional education. The grants from Carnegie Corporation of New York played a major role in supporting major African universities.

The overseas program of the Corporation was greatly expanded after Frederick Keppel and James Bertram undertook a trip to Africa in 1927. The travel reports, such as this Keppel's 1935 Report on Australia, New Zealand and Southern Africa shown here, not only set forth priorities for the Corporation's grant making but also provided valuable information on the social conditions and the state of education in the region.
