Abstract
Julián Castro discusses his service in the Obama administration as Secretary of the Department of Housing and Urban Development (HUD) from 2014 to 2017, and reflects on his encounters with the Obama administration during his tenure as mayor of San Antonio, Texas from 2009 to 2014. Castro outlines the major policies he pursued as mayor of San Antonio. He describes meeting with members of the Obama administration to discuss the implementation of provisions of the American Recovery and Reinvestment Act of 2009, immigration reform, and his delivery of the keynote address at the 2012 Democratic National Convention. Castro recounts his appointment as HUD secretary, and provides details about major programs and initiatives the department undertook during his tenure, including the Distressed Asset Stabilization Program (DASP), climate preparedness efforts and the National Disaster Resilience Competition, the ConnectHome program to expand broadband access in low-income housing, Federal Housing Administration mortgage insurance programs, and the enforcement of the Affirmatively Furthering Fair Housing rule. Julián Castro is an American lawyer and politician from San Antonio, Texas. A graduate of Stanford University and Harvard Law School, Castro served as secretary of the United States Department of Housing and Urban Development from 2014 to 2017 during the Obama administration. From 2009 to 2014, Castro was the mayor of San Antonio, Texas until he joined President Obama's cabinet. In 2020, he joined the board of directors of the Center for American Progress
