Charleston, S.C. - American states, especially in the South, are confronting large problems in statecraft with insufficient government, according to H.S. Gilbertson, executive secretary of the Short Ballot League, who spoke to the Southern commercial congress today. 'Many cannot understand that a government tolerably serviceable before the civil war needs adjusting to bring it up to date,' said Mr. Gilbertson. 'Most of us are satisfied to live in a free country if we are allowed to elect coroners, county treasurers and state engineers.
