Originally from the Midwest, Kelly McKinney has degrees in engineering and public administration. At the time of this interview, he had lived in Manhattan for thirty years. He worked for the New York City Department of Health and Mental Hygiene as an associate commissioner for environmental health before transitioning to the New York City Emergency Management Department after the terrorist attacks of September 11. Since then, McKinney has worked as an emergency manager. At the time of the pandemic, he had been running an emergency management profram at NYU Langone
