The emancipation was originally considered by Congress at a time when the
movements of the enemy indicated a speedy removal from all the posts they held in that
area from which troops would come for the project. This has proved to be fallacious.
Thus it is only prudent to keep our arms close to home until the enemy can be expelled
before undertaking t he emancipation of Canada. Since the states may not be able to
furnish their proper quota of troops, they do not wish to encourage France in such a
project.
