Abstract
Sends Congressional Act of December 16 which gives the French Ambassador ability to purchase and export from South Carolina 6000 barrels of rice for the French fleet. The middle states have been so devastated by the war and the necessity to feel the troops that they have no wheat to export and so Jay hopes South Carolina will be able to supply the French with rice.
