- Abstract
- The Board of Inspectors of the Prisons are encouraged by Jay's judicious granting of pardons. This is an excellent means for encouraging good behavior among the prisoners. Repacker commissions ? have been sent, but if the proposition be approved that repacking shall be done outside the city, it is likely no qualified man will be found to take the offices.
