- Has received Washington's letter of March 20. Sends copies of two acts of Congress: 1. recommendation of first Thursday in May as a day of fasting, humiliation and prayer. 2. ordinance for regulating the clothing department for the armies. Congress has ordered the Board of War to report salaries proper for the officers of this Department. This information will be transmitted as soon as possible.
