Has sent Washington's letter of June 23 to Congress. Sends a copy of a letter of June 15 and an act of Congress on the charges of Dr. Morgan that Dr. Shippen is guilty of malpractice in office and authorizing an inquiry to obtain justice. Also sends two acts of Congress of June 28: 1. ordering the states to fill up their battalions as quickly as possible; 2. directs the manner by which commissioned officers are to be supplied.
