Abstract
Sends a copy of a letter from Gerard to Congress of May 9 and of an act of May 10 giving Washington liberty to direct the military operations in such way as he deems expedient. The letter from the French Minister may make changes in military planning necessary and Washington's prudence and abilities are such that Congress has full confidence in his judgment without further communication.
