Abstract
Must leave for Philadelphia and wants Jay to send him any pertinent information from Congress. Sends memorial of Rouville for consideration of Congress. He was on board an American frigate and taken prisoner and kept in England for two years. Now wants to receive his share of the prizes taken by this ship during this period. Sends also a letter from Vergennes concerning the debt of the U.S. to Fran ce. It amounts to 134,065.7.6 livres. Sends a copy of a gazette with a threatening letter against himself and wants Congress to insure the inviolability of his position.
