- Abstract
- Gardoqui's recent illness. Acknowledges receipt of Jay's letters of 5 September and 16 September. Discusses Franklin situation. Will do his best to gain an accord between U.S. and Spain on question of fugitive slaves from Border States. Spanish King has used his influence to persuade Creeks to end hostilities with Georgians. If Congress assures him reciprocity will be strictly observed, can promise that Spanish Government will return slaves and wrongdoers who have escaped from U.S. to Florida. Gives instances of further frontier murders in which culprits U.S. citizens, victims under protection of Spanish King. Asks Congress to see that satisfaction is given.
