- Abstract
- Encloses copy of Constitution. Laid Chiappe's letters before the newly elected President, "who possesses Powers and Prerogatives in many Respects similar to those which are enjoyed by the Kings of England." Jefferson appointed Secretary of State, and will supervise foreign affairs. President asked him to express thanks of U.S. for Chiappe's services.
