- Abstract
- He has received no letters from Carmichael since he last wrote to him on Sept. 23. Nesbitt is taking this letter to Jefferson with a cypher enclosed which Jefferson will send to Carmichael. It seems unlikely that Congress will meet this winter unless something of great importance should render this necessary. Persons interested in the Dover Cutter would like to know the precise state of that affair . If it is not yet decided measures to bring it to a conclusion should be taken.
