- Abstract
- Transmits Carmichael's letters to Congress. Remarks on information about American captives in Algiers. Copy of letter from Spanish consul about captives that had received special treatment was not in the other papers. Mr. Jefferson authorized by Congress to deal with the captives; all matters will be referred to him. Absence of a code troublesome. Sent one and wish Carmichael would have done the sa me. Encloses requisition of Congress for the present year and a copy of the act of Congress putting the new Constitution into effect. Eleven states have ratified it; will be organized next spring.
