Mr. Jefferson authorized by Congress to deal with the captives; all matters will be referred to him. Absence of a code troublesome. Sent one and wish Carmichael would have done the same. Encloses requisition of Congress for the present year and a copy of the act of Congress putting the new Constitution into effect. Eleven states have ratified it; will be organized next spring.
