Abstract
From the Office of Foreign Affairs Jay writes to Carmichael by order of Congress and encloses copies of an act of Congress of 26 August 1788, together with a resolution of the Georgia Assembly dated 30 January 1788 and a letter of Governor Cespedes dated 12 Dec. 1784, all of which are related to the inconveniences suffered by the States bordering on Florida as a result of the asylum offered fugitiv e slaves in Spanish territory. Governor Cespedes write she lacks orders to prevent this and therefore Congress would like Carmichael to make to the Spanish king the representations and assurances specified in the act of Congress of 26 Aug. Congress would also like to be informed of the King's answer with all possible speed since this is a matter of great importance to the continuance of harmony and "good neighborhood" between Spain and the United States.
