Acknowledges receipt of letters of 8, 14 and 23 May. Transmits copies of various acts of Congress. Many States cooperating in removing obstacles to compliance with Treaty. No definite news yet on Congressional action on Adams' resignation. Philadelphia Convention has agreed on leading principles. Encloses papers showing in what States Treaty is now operating without constraint-papers relating to Ne w Hampshire, Massachusetts, Rhode Island, Connecticut, New York, New Jersey and Maryland.
