- Thinks Jay is correct in opinion that writs of U.S. courts should issue in the name of the President. Concerning seals of the various federal courts: would it be possible to use the district court seal in the circuit courts until the circuit court seals are available? Comments on qualifications for Clerk of Supreme Court, possessed by Mr. Tucker, previously recommended by Theodore Sedgwick.
