Abstract
Congress censured by ministry for first accepting the Galloway plan and then rejecting it. It is whispered by ministerial people that you and Jay give them private information of colonial activities and are favorable to British measures. Because of the corruption of the British state Franklin thinks a closer union unadvisable. However, we should try not to break with Britain unless a last resort. A ll the restrictive acts of Parliament against the colonies must be repealed. The North resolution is disliked by those who want violent measures and by those who seek to divide us. America will not be forced to pay by the sword.
