Letter signed in hand of Robert H. Harrison. Sends copy of report of board of general officers on dispute between captains of the Pennsylvania Line and Capt. Prowell, representative of the majority of the 11th regiment. If Congress approves the report,, they will revoke Prowell's commission. Also returns memorials enclosed in Jay's letters of 22 April and 25 May. Thinks they should be referred to C ongress as soon as possible to allow a speedy decision.
