Has received the request of the citizens of New York for a special session of the Legislature. Wishes to postpone a conclusive opinion until he has visited the city beginning next week. By that time the Secretary at War will have also visited New York, and government measures for fortification will soon be known. If means are found to continue the present work to the end of the season, the expense and inconvenience of a special session will be avoided.
