Summary:
Has received Wolcott's request for pardon of Israel Stone. Considers it his duty to grant pardons whenever consistent with the public good and to refuse them in all cases of manifest guilt. Feels that the mitigation of punishment for forgery and other felonies from death to life imprisonment might tend to encourage offenders. It would be imprudent to add to this encouragement the hope of pardon on behalf of worthy friends or relations of the convicted person. Therefore he must refuse the petitions and requests for Stone's pardon.
