Encloses a copy of a letter from the President [NNC: 5437, 17 October 1798] authorizing Hamilton to superintend expenditures for the further defense of New York. An accurate survey of the shores and waters of the port should be made; this has already been partially done. Also, a report should be laid before the President as to how the port may most effectually be fortified. This should all be done before the next session of the state Legislature so that a full report may be made.
