Abstract
Peace commissioners have failed to agree upon an exchange of prisoners, and Clinton has asked that all American officers on parole be returned to him; Washington has reciprocated as to British officers, but excepts Burgoyne as there are political reasons why he is best kept in England. If Congress disagrees, please inform him.
