Abstract
Acknowledges receipt of Jay's letters of 4 and 5 March with enclosures. Has approved von Steuben's plan for regulation of the army, made observations on it, and returned it to the baron. Congress will need to give it public approval so that it may be carried into operation. Enclosed letter from General Maxwell (not present) gives latest intelligence from New York. Letter signed in hand of James McH enry.
