Acknowledges receipt of 26 February with two Congressional resolutions and other enclosures. A plan of offensive for the western frontier has been determined, and preparations for it are underway. Some rearrangement of the battalions and regiments has also been decided upon, according to the Congressional resolution of 4 February which directs the Commander-in-Chief to complete the arrangements of the army. Washington will be happy if Congress will bring these matters to a speedy decision.
