- Complaints in letters enclosed are not within Jay's competence, and he therefore sends them to Pickering as Secretary of State. Perhaps inquiries could be made at Philadelphia or through an agent in the West Indies. The time which has elapsed since the letters were posted induces Jay to believe the case has become desperate.
