Abstract
Acknowledges receipt of letter of August 18 with Congressional resolutions of August 16 and 18 and circular letter to states of August 17. Although pecuniary measures providing for payments of money in lieu of allowances of clothing and food may satisfy the soldiers, they won't put them in condition to perform their duties. Asks that copy of Act of Congress of 24 November 1778 be sent to the States so that completion of their battalions will not be attended with confusion. Encloses copy of Wadsworth's letter of August 11 concerning scarcity of flour in army. Hopes that flour may be obtained from Pennsylvania and Maryland, where harvest is early. Encloses New York newspaper of August 24 and letter from Howe of August 27 reporting arrival of Admiral Arbuthnot. In accordance with Congress's act of June 3, American and British commissaries met at Elizabeth Town on July 30 and arranged for prisoner exchange. In hand of Tench Tilghman.
