Acknowledges receipt of 10 August with an extract from an informative and very interesting letter of William Bingham's [n.d.]. England's rejection of Spain's mediation, in Washington's opinion, "is more strongly tinctured with insanity than any thing she has done in the course of the contest, unless she be sure of very powerful aid from some of the Northern states." Encloses a letter of General Way ne [n.d.] which should be read before Congress. Draft, in hand of Alexander Hamilton.
