Abstract
Resolves that Report transmitted by North Carolina Delegates concerning free navigation of Mississippi is untrue and Delegates are at liberty to communicate all circumstances necessary to contradict the rumor. Resolves that free navigation of the River is "a clear and essential Right of the United States". Resolves that no further progress be made in negotiation with Spain until Federal Government in power.
