Abstract
Extract from the Proceedings of Congress, 30 August 1786. King amendment: Jay to agree to no treaty which does not recognize the boundaries of the definitive treaty with Great Britain Then Pinckney made a motion to postpone the amendment and discuss the following: That since under the Confederation nine state must agree to a treaty, Jay instructions are invalid since only accepted by seven states. The question on the postponement failed. King's amendment was accepted. The next amendment was to instruct Jay to obtain if possible the transportation of good to port of New Orleans, have a consul there and factors, and export goods under a certain duty and free navigation of the river. Monroe moved to amend the amendment by striking out "if possible" and make the amendment mandatory for the conclusion of a treaty. Monroe's amendment failed but the main amendment passed. The resolution as amended was lost 5-7.
