Encloses two letters of Franco Chiappi's (20 August and 5 October, 1788). Intrigues of North African princes. As long as Spain preserves her influence at Moroccan court, peace is assured. Chiappi, 20 August: Emperor of Morocco has written letters in favor of U.S. to Beys of Tripoli and Tunis. 5 October: Has arrived at Tangiers and found that August letter and enclosures not yet dispatched due to Sp anish quarantines.
