Abstract:
Sends a letter and a commission from Marbois of the appointment of a French Consul for the states of North Carolina and South Carolina and Georgia to reside normally at Charlestown. Wants the commission duly registered so that the states can issue a notification of the status of the appointee. Thinks Marbois has power to appoint his brother a vice-consul. The consular convention under negotiation with France provides that a consul can appoint a vice-consul.
