Abstract
Adams' letter comes under the jurisdiction of the Treasury Department. It is necessary that the commissioners of the Treasury meet speedily and proceed to business. We should have their report before we proceed to consider a new loan. Adams should be instructed to pay the salaries of the American servants in Europe out of the monies in Holland so that they will not have to draw on their own persona l resources.
