On 7 May 1784 Congress resolved to enter 10 years treaties with the barbary states. The American commissioners in Paris given power to make these treaties. Can use up to $80,000 for this purpose. May appoint persons to go to the courts of these powers. The matter should be executed immediately in the name of humanity and commerce. Should ask for the aid of France in this matter. Thinks Caille and C rocco should be offered some payment for aid after the treaties made. Brought by Captain Labb to Paris. Encloses papers from Caille and Crocco on a negotiation with Morocco and the abortive attempt of a private American, Robert Montgomery, to form a treaty with this power.
