Abstract
Refers to letter of Uriah Forrest, submitting suggestion that he be considered for U.S. Consul at London. He previously reported to Congress his opinion that since the laws of England are well known to Americans, there is no need to keep consuls there without the existence of a commercial treaty. He also advised that Consul-General powers be vested in the Minister at London, and that no party invol ved in trade be vested with powers of a consul-general.
