Abstract
Reports on Adams letter of January 27. Case of Chinese seamen discharged from American ship in Ostend, doesn't, in his opinion, bear much importance. Doesn't feel that fraudulent practices in East Indian trade are actually in practice nor that Congress can do anything effective in the way of regulating the trade at the present time.
