- Abstract
- Reports on his letter to Congress of the 3rd September and Outerbridge's affidavit. Reports that facts concerning the transportation of convicts to the U.S. seem correct. Although he does not feel that these prisoners were so transported by the design of the British Government, feels that copy of the affidavit should be transmitted to British Foreign Secretary. Encloses suggested text for such a le tter with which affidavit might be transmitted. Letter commends Temple's part in matter.
