Abstract
Reports on letter from Colonel Smith of 12 September, 1787: Smith detailed occurrences of his trip to Lisbon where he delivered Letter of Congress to the Queen. Well received at the court. Queen piqued that Congress had ignored her heretofore; wanted to send Minister or any other representative to U.S. and receive envoy from U.S. Queen would rather negotiate Treaty at Lisbon than London and, if thi s done, way for treaty seems clear. John Jay concludes: U.S. should conclude treaty with Portugal and send Minister Plenipotentiary to Lisbon. Congress should commend Smith and proposes paragraph to be inserted in next letter to Smith which would express this sentiment.
