- Abstract
- Jay lists inconveniences in Spain establishing the legality of American prizes which may come into Spain ports: 1. distance of the two countries, difficulty in obtaining American sentence; 2. perishable cargoes will be less in the meantime; 3. the U.S. as yet has no consuls in Spanish ports; 4. if a prize claimed to be a neutral vessel, the case might be tried in both U.S. and Spain causing great c onfusion.
