- Abstract
- Jay had received Livingston's letter of 13 December with the enclosures but cannot read them for want of a cipher. Thomson's cipher has been inspected by the post office here. We must use couriers rather than post office. Jay plans to write many letters to Livingston and will use Morris's cipher. Nothing but delay and danger to our bills here.
