Summary:
Sends a letter from Colonel Chace on the necessity for a mode of permanent security for public property used by the Army. Greene has ordered Chace to contact the proprietor of land on which some barracks stand to arrange for their security for Army use. Public property in the states should be more secure. The public often take Continental stores for their own use and refuse to be accountable for such provisions housed with them. The assessment of value of lands involved in public concerns should be done by deputies of the Quarter Master. Fines should be assessed on those who take public property illegally. Each state should pass such laws.
