Summary:
Has received Randolph's letters of 9 June and 9 July. Has transmitted 9 July letter and enclosures to Grenville. Nothing new to report in negotiations. Next conference may produce agreement on at least some of the points at issue. Grenville pressed for time by many urgent affairs; can't expect American problems to demand all his attention. Sir William Scott preparing instructions for Americans who have appeals and claims to present. There is no vice admiralty court at Martinique, so condemnations there are nugatory and claims can be entered and prosecuted in London.
