As yet has no answer from B.F. on the bills. Has borrowed about $30,000 from Mr. Cabarrus. No assurance of being able to borrow more from him or others without guarantee of speedy repayment. Spain owes Jay about $23,615 on the old promise of $150,000. But counts little on this. Also needs back salary or will have to cut his expenses to the bare necessities. The treaty moves not at all. Del Campo's instructions are not ready and not known when they will be.
