- Abstract
- Jay wants to send the following letter to Adams in cypher: Men and states are influenced alternately by their interest and their passion without reducing either of them to a system and thus impossible to predict which predominate at any one time. Britain may still be ill disposed toward us. We may be able to use the rivalry between Britain and Spain t o control the Caribbean to obtain from the British the right to cut logwood in Honduras and Campeachy. The matter should be handled with caution and secrecy. It would meet with opposition from some quarters.
