Abstract
No commercial agent of the U.S. shall be entitled to a salary unless expressed in the resolutions of his appointment. Pintard elected as the agent for Madeira and Porto Santo (31 Oct. 1783). He wants a leave of absence for four or five months. Jay thinks this justified especially since he receives no salary.
