Higginson appointed U.S. agent to gather information on U.S. ships under condemnation in British West Indies and aid cases till pending there. To keep London and Department of State posted on his progress. To sail first to Barbados, then Tobago, Grenada, Martinique, etc. Explicit instructions on questions to be asked and procedure to be fo llowed. "The business requires industry, discernment and temper."
