- Reports on Van Berckel's letter of 18 December. Encloses following letters: John Jay to James Duane, 4 January 1788. James Duane to John Jay, 7 January 1788 John Jay to Van Berckel 10 January 1788 Since that time, he has had informal conferences with the Mayor and the Dutch Minister on the matter. Does not feel that federal government has judicial power competent to judgment of such cases. Letters referred to, but not enclosed in this copy.
