Approbation of Adams' conduct; salaries of foreign service officers should be raised; Congress should have power over trade, increase its defense posture, power to force payment of Congressional requisitions; France should be told the state of the North West posts and asked for aid in dealing with Barbary pirates; Spain should also be asked to aid in dealing with Barbary.
